Despite NBC's sensational on-air promotions, ''I Know My First Name Is Steven'' has been produced with relative restraint, although it ends up being one of those fuzzy docudramas that raise more questions than they answer. The four-hour presentation will be broadcast at 9 over two evenings, tonight and tomorrow.
Based on ''an actual incident'' and pieced together through interviews and published accounts, this is the story of Steven Stayner. In 1972, at the age of 7, he was kidnapped from his northern California home. He returned to his family seven years later only to face the further ordeal of readjusting to his family, neighbors and schoolmates, many of whom are shown in the film to be considerably less than understanding. Today, 24-year-old Mr. Stayner lives not far from the site of his abduction, with his wife and two children.
